In September 2011, the Scottish Government announced proposals to place a duty on Scottish Ministers to have due regard to the United Nations Convention on the Rights of the Child (CRC) and its Optional Protocols. This briefing provides an overview of the consultation and considers some ways in which the proposed Bill can be strengthened to ensure every child and young person in Scotland enjoys their rights. UNICEF UK calls on MSPs from all parties to engage in the consultation around the duty and seize the opportunity to enshrine children’s rights in Scots law.
